Outline Construction Logistics Plan for Constrained Residential Development – East London

Construct Logistics Consultancy was appointed to provide planning-stage construction logistics support for a proposed residential development on a constrained urban site in East London.

The commission involved preparation of an Outline Construction Logistics Plan together with supporting logistics information to demonstrate how the emerging development could be serviced and constructed while responding to the surrounding highway, residential and public-realm constraints.

The project was at an early planning stage, meaning that the final contractor, detailed construction methodology and complete delivery strategy had not yet been confirmed. The logistics strategy therefore needed to establish a practical planning-stage approach while clearly identifying assumptions and matters requiring further development at the detailed stage.

Project Requirement

The project team required an Outline Construction Logistics Plan to support the emerging planning strategy for the development.

The purpose of the CLP was to establish the likely approach to:

  • Strategic vehicle routing

  • Delivery management

  • Loading and unloading

  • Site compound arrangements

Site & Logistics Constraints

The site presented a number of typical challenges associated with constrained London residential developments.

These constraints meant that construction access could not be considered in isolation. Vehicle movements, deliveries, public access and internal site arrangements needed to be developed as one coordinated logistics strategy.

Our Approach

CLC reviewed the available planning information, site constraints and surrounding transport network to establish an appropriate planning-stage logistics strategy.

The assessment considered how construction vehicles could approach and leave the site while avoiding unnecessary use of sensitive residential roads and reducing the potential for conflict with pedestrians, cyclists and other road users.

A key principle was that construction vehicles would be pre-booked and called forward to site rather than waiting or queuing on the surrounding highway.

The Outline CLP was developed around the information available at the time while identifying where further swept path analysis, contractor input or authority coordination would be required before construction commenced.

Construction Vehicle Access & Routing

The proposed access strategy considered the relationship between the development site and the surrounding strategic and local highway network.

The planning-stage routing strategy was developed to:

  • Direct construction vehicles towards the most appropriate principal-road network

  • Minimise unnecessary use of residential streets

  • Avoid vehicle waiting and queuing near the site

  • Consider restrictions created by local road geometry

  • Reduce conflict with school, pedestrian and public transport activity

  • Provide a basis for more detailed contractor routing at the next project stage

Vehicle access arrangements were identified as subject to confirmation through detailed swept path analysis once final construction vehicle types and access geometry were established.

Delivery Management

A controlled delivery-management approach was proposed to help reduce congestion around the site.

The planning strategy included:

  • Pre-booked construction deliveries

  • Call-forward procedures

  • No uncontrolled vehicle waiting on surrounding roads

  • Coordinated delivery times

  • Traffic Marshal supervision of access and egress where required

  • Consideration of sensitive periods such as school arrival and departure times

  • Coordination between vehicle movements and pedestrian activity

This provided a planning-stage framework that could later be incorporated into the Principal Contractor's detailed delivery-management procedures.

Pedestrian, Cyclist & Public Interface

The surrounding public realm was an important consideration due to existing pedestrian routes, cycle movements, residential activity and access to nearby public transport.

The logistics strategy therefore considered:

  • Maintaining safe pedestrian movement

  • Managing construction vehicle interfaces with pedestrians and cyclists

  • Protecting access to neighbouring properties

  • Maintaining public routes where reasonably practicable

  • Controlled vehicle movements at the construction access

  • Traffic Marshal supervision where required

  • Minimising unnecessary obstruction of the surrounding highway

  • Consideration of sensitive neighbouring receptors

The intention was to ensure that the emerging construction strategy recognised the public interface from the planning stage rather than leaving these matters to be resolved after contractor appointment.

Site Logistics Planning

An indicative site logistics arrangement was developed to demonstrate how the available site area could potentially accommodate the principal construction logistics functions.

The planning-stage strategy considered:

  • Site access and gates

  • Welfare accommodation

  • Temporary site compound

  • Material storage

  • Waste storage

  • Loading and unloading

  • Internal pedestrian movement

  • Construction vehicle movement

Instead, the document established a credible logistics framework that demonstrated:
