Planning-Stage Construction Logistics Plan for a Constrained Strategic Highway Site

Construct Logistics Consultancy was appointed to prepare a planning-stage Construction Logistics Plan for specialist replacement works at a highly constrained site in London.

The site was positioned within a complex strategic highway environment with restricted access, limited internal manoeuvring space and significant interfaces with surrounding transport infrastructure.

The purpose of the Construction Logistics Plan was to establish a credible planning-stage approach to construction access, vehicle routing, delivery management, site logistics and potential highway interfaces while clearly identifying matters requiring further technical development before construction.

Project Requirement

The project team required a Construction Logistics Plan to support the planning submission and demonstrate how the proposed works could potentially be delivered within a heavily constrained environment.

Site & Logistics Constraints

The site presented an unusual combination of access and construction logistics constraints.

These factors meant that conventional assumptions regarding large construction vehicles, deliveries and lifting operations could not be adopted without further technical assessment.

Construction Vehicle Access Strategy

The existing access arrangement was reviewed as the principal means of entering and leaving the site.

Due to the restricted internal geometry, the planning strategy recognised that final vehicle sizes and manoeuvres would need to be verified before mobilisation.

The proposed access principles included:

  • Controlled use of the existing site access

  • Pre-booked construction vehicles

  • Call-forward procedures

  • No uncontrolled waiting on the surrounding highway

  • Traffic Marshal supervision where required

  • Verification of vehicle suitability through swept path analysis

The planning strategy deliberately avoided assuming that large articulated vehicles could access and manoeuvre within the site without technical verification.

Construction Vehicle Routing

A strategic routing approach was developed to keep construction traffic on the most appropriate highway network and minimise unnecessary use of sensitive local roads.

The strategy sought to:

  • Use principal roads for construction vehicle approach and departure

  • Avoid unnecessary circulation through local residential areas

Large Vehicle & Lifting Constraints

One of the key planning-stage findings was the limited ability of larger vehicles and lifting equipment to operate entirely within the available site area.

The internal geometry indicated that some larger delivery vehicles and mobile lifting equipment could be difficult to accommodate without additional measures.

The strategy therefore identified potential options for further assessment, including:

  • Use of smaller delivery vehicles

  • Controlled delivery sequencing

  • Componentised deliveries

  • Alternative loading and offloading arrangements

  • Temporary highway occupation where approved

Delivery Management

A controlled delivery-management strategy was proposed because suitable vehicle holding space was not available around the site.

  • Confirmation that sufficient access space is available before vehicles are released

Swept Path & Vehicle Verification
