Tower Hamlets operates a service reviewing and monitoring CMPs and SEMPs through its Code of Construction Practice process. The council requires its templates for relevant submissions and identifies neighbourhood consultation before the first draft is submitted.
Coordinate with surrounding works
The council may require area-wide CMP/SEMP arrangements or coordination meetings in addition to site-specific documents. Access, delivery forecasts and route planning should consider other sites sharing the same roads and public space.
Connect the transport details
The council's CMP requirements cover access, routing, loading, highway occupation and vehicle standards including CLOCS/FORS references. The proposed arrangements should be coordinated with the contractor's delivery procedures and the actual site constraints.
CLC's contribution
CLC prepares the agreed logistics and drawing elements for the wider submission: site layouts, routing, tracking, deliveries, phasing and traffic management. Wider SEMP and specialist environmental work remain with the appointed project team unless separately scoped.

Use the current checklist and templates, allow for council review, and confirm the project's consultation, fee and approval requirements. Highway licences remain separate. Send the condition, drawings and council correspondence for scope review.
