Westminster's revised Code of Construction Practice applies to new CMP/SEMP applications from 1 June 2026 and existing active sites from 1 September 2026. The council says existing approved SEMPs or CMPs do not automatically require amendment. Check the project condition and the council's applicable checklist.
Access and loading
The logistics review should address vehicle sizes, loading positions, turning space and the relationship with busy footways, cycle routes, buses and surrounding servicing. Drawings can help assess temporary loading arrangements and the space left for other road users.
Deliveries and sensitive neighbours
Develop the delivery sequence around available loading space and known restrictions. Consider booking and call-forward controls, loading duration, schools and surrounding businesses, with contingency arrangements when the site cannot receive a vehicle.

We prepare the agreed logistics and traffic management elements for coordination into the wider SEMP or CMP. These can include routing, tracking, loading, site layouts, phasing and pedestrian-interface drawings. The wider environmental submission remains coordinated by the appointed project team.
Before submission
Confirm project-specific working and delivery periods, checklist requirements and any separate highway permissions. Logistics drawings do not authorise highway occupation or works. Send the condition, drawings and available construction information for a defined scope and fee.
