Construction Logistics Plans (CLPs)

Construction Logistics Plans prepared for planning submissions, condition discharge and pre-construction coordination.

Construct Logistics Consultancy prepares clear, practical and authority-facing Construction Logistics Plans to explain how construction activities will be managed safely, efficiently and with consideration for the surrounding highway, public realm, neighbours and local environment.

A CLP should not be a generic document. It should respond to the site constraints, construction methodology, vehicle access, delivery arrangements, pedestrian and cyclist interface, material handling, waste movement and phasing of the works.

We prepare both Outline CLPs and Detailed CLPs depending on the stage of the project.

Outline Construction Logistics Plan

An Outline CLP is typically prepared at planning stage to demonstrate the proposed logistics strategy before all contractor information is fully confirmed.

It sets out the likely approach to construction access, vehicle routing, loading, delivery management, public protection, environmental considerations and key site constraints.

Outline CLPs are suitable where the project is still developing and the final construction methodology, programme, contractor appointments and detailed logistics arrangements are not yet fully confirmed.

Detailed Construction Logistics Plan

A Detailed CLP is typically prepared for planning condition discharge, pre-construction coordination or contractor-led submissions.

It provides a more developed logistics strategy, supported by confirmed project information where available, including programme, phasing, vehicle movements, access arrangements, delivery management, traffic management interfaces, material handling, waste removal, monitoring and site management responsibilities.

Scope Includes

  • Site context and existing constraints

  • Planning condition and local authority requirements

  • Construction programme and phasing overview

  • Site access and egress strategy

  • Construction vehicle routing strategy

  • Delivery booking and call-forward approach

  • Loading, unloading and material handling strategy

  • Waste management and removal strategyrations

  • Traffic management and highway interface considerations

  • Hoarding, scaffold, gantry and temporary works interface where applicable

  • Welfare, compound and site setup considerations

  • Environmental and community impact reduction measures

  • Monitoring, review and update procedure

Deliverables

  • Professionally prepared Construction Logistics Plan document

  • Clear written strategy suitable for planning, condition discharge or pre-construction review

  • Project-specific logistics approach based on available information

  • Authority-facing structure and wording

  • Practical recommendations based on site constraints and buildability

  • Drawing references and appendices where supporting plans are provided

Suitable For

  • Planning applications

  • Planning condition discharge

  • Local authority and stakeholder submissions

  • Pre-construction logistics coordination

  • Tender-stage logistics strategy

  • Urban and constrained construction sites

  • Projects requiring formal logistics information

Outcome and Value

A well-prepared CLP helps the project team demonstrate that construction logistics have been properly considered before works begin.

The aim is to help:

  • Support planning submissions and condition discharge

  • Explain how construction activities will be managed

  • Reduce impact on the public highway and surrounding area

  • Identify access, delivery and phasing constraints early

  • Improve coordination between the client, contractor and project team

  • Provide a clear logistics strategy for safe and efficient construction delivery

Supporting Drawings

Supporting drawings can be prepared as part of a wider logistics package or instructed separately, depending on project requirements.

These may include:

  • Site Logistics Plans

  • Swept Path Analysis

  • Traffic Management Plans

  • Construction Phasing Plans

  • Welfare and Compound Layouts

  • Vehicle Routing Plans

Important Note

The level of detail within a CLP depends on the project stage and the information available at the time of appointment.

Where information is not yet confirmed, assumptions will be clearly stated and the CLP can be updated as the design, programme and construction methodology develop.

Fees

Outline CLPs start from £1,800, depending on project size, site constraints and level of information required.

Detailed CLPs start from £2,400, depending on complexity, programme detail, number of phases, supporting drawings, authority requirements and level of coordination needed.

A fixed fee will be provided once the project information, planning requirements, drawings and required deliverables have been reviewed.
